Registering as an ELICOS Provider (with CRICOS)

Registration Requirements

To be able to  offer and teach English lanaguage programs to international students, ELICOS providers and their courses must be registered on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS).

New ELICOS Standards 2018 came into effect from 1 January 2018 for existing and new providers (and comes into effect from 1 March 2018 for transitioning providers).

In the new standards, the definition of ELICOS courses has been expanded to include all courses “solely or predominantly of English language instruction”. This means that the ELICOS Standards now apply to VET providers delivering (or seeking to deliver) English language instruction to overseas students. As a result, courses such as EAL (English as an Additional Language) can no longer be delivered to international students as they are not categorised as ELICOS courses.

The ELICOS Standards 2018 also include three new standards (P2.1, P2.3 and P2.4) that relate to ELICOS students under the age of 18.

ASQA also requires that all new applicants complete and submit a Self-assessment for initial CRICOS registration through asqanet with your initial registration application. We undertake the self-assessment as part of our service.

ELICOS Registration Service & Process

We assist with ELICOS applications for;

  • New providers seeking ELICOS registration
  • New providers seeking ELICOS and CRICOS registrations
  • Existing RTOs and CRICOS providers wishing to deliver ELICOS courses to international students

Having ELICOS is beneficial for CRICOS providers who wish to create ELICOS to VET pathways for international (off-shore) students who do not meet the English language entry requirements for VET courses.

We do all the hard work from start to finish, including advice, preparatory work, development of ELICOS curriculums and syllabuses, strategies, and other documents/evidences to align with ELICOS National Standards 2018 and The National Code 2018, ASQA application, and audit management.

The process typically involves;

  • Initial consultation and service agreement
  • Review and/or development of the business plan
  • Assistanace with Financial Viability Risk Assessment FVRA (Accountant)
  • Campus/facility review and assessment
  • Development and/or review of relevant policies and procedures and systems
  • Development and/or review of curriculums and program structures
  • Development of campus capacity plan and timetables
  • ASQA application
  • Audit preparation and attendance

The above process will be common with the CRICOS registration process for new providers/applications. Existing RTO and CRICOS providers will need to update their existing policies, procedures, and systems, and develop/purchase ELICOS curriculums and materials.

NEAS Accreditation

National English Language Teaching Accreditation Scheme (NEAS) is a globally recognised body that provides quality assurance services to ELT and vocational providers in Australia and internationally.

It is not an ASQA requirement that providers or new applicants have (NEAS) accreditation in order to be registered by ASQA. However, NEAS accreditation is viewed positively in the risk assessment of a provider.

The NEAS QA Framework comprises seven Quality Areas that must be met for endorsement. Ideally, NEAS endorsement should be obtained after ELICOS registration as the NEAS Framework relies on the actual centre/college facilities, resources, processes, teaching, learning, and assessment processes, student experience, and administration. We assist with NEAS application and audit.
